Folder is moved back to original place if something is moved into it after moving

Reproducible: Always

Steps to Reproduce:
I set my desktop background to folder view to see my files on desktop. Then I changed the sorting to unsorted. WHen I move a folder to another place the folder is placed at new place where I dragged it to. If I move a file from desktop into the moved folder, the folder is moving magiclly to the old place.

Actual Results:  
The folder is moving to original place before it was moved.

Expected Results:  
The folder should be at the the place if something is moved into it.
