Instead of using the help URL scheme, KDE Help Centre should use a persistent HTTP cache.  The cache should be preloaded for off-line usage.

Any URL not in the cached domains (such as [1]) should go to the regular browser as it does now.

The user should be allowed to express her preference of using the cache versus going on-line if available.

Steps to Reproduce:
1. 
Tell KDE Help Centre to open the manual for itself.

Hover over the hyperlink [KDE Help Centre User Manual] and read the URL displayed in the status line.

Actual Results:

The manual page "KDE Help Centre" contains a hyperlink [KDE Help Centre User Manual].

What advantage do you see when using the longer URL? Internally, the help:/ URL could resolve to an external, when a connection is available.

You can recommend an HTTP URL over to someone who does not use KDE.  With the help scheme you are out of luck.
Of course, if everything else fails, transforming help to http would be a good thing as well.
