Version:           2.4.5 (using KDE 4.4.5)

In a Linux distribution built entirely from source, that uses glibc 2.11 or later, konsole does not show PS1 after devpts is mounted a second time, e.g. by running 'mount -t devpts devpts /tmp/bla-bla'.  If the version of glibc is changed to 2.10.1 (and the entire system is rebuilt), then konsole does show PS1 after devpts is mounted a second time.  

Do you have any idea what the problem might be?

Reproducible: Always

Steps to Reproduce:
1. Start the computer
2. Start Xfce 4.6.2
3. Start konsole
4. Mount devpts as described above
5. Start another instance of konsole

Actual Results:  
The newly started instance of konsole does not show PS1.

Expected Results:  
The newly started instance of konsole shows PS1.

Excerpt from /etc/fstab:

proc            /proc        proc   defaults         0     0
sysfs           /sys         sysfs  defaults         0     0
devpts          /dev/pts     devpts gid=tty,mode=620 0     0
shm             /dev/shm     tmpfs  defaults         0     0

This exact same problem happens also with Terminal 0.4.4 and 0.4.5 but does not happen with xterm.  I wonder if the problem could be somewhere in Xfce, but where exactly?

I have no idea; I would suggest asking on the Xfce support sites.
