Data for Belarus has the same problem as data for Russia had: https://bugs.kde.org/show_bug.cgi?id=224853

See my patch in the attached file. It also includes a fix: "Not Bielorussia" -> "Not Belarus".

P.S.: I could commit it myself, but I don't want to deal with src/mapsdatatranslation.cpp
