Version:           4.0 (using KDE 4.4.4) 
OS:                MS Windows

There is no Oxygen icons after installation of KDE 4.4.4 on MS Windows (happens with XP, Vista, Seven)

After some investigation it appears that there is no index.theme in icons/oxygen folder.
Manually placing index.theme saved from SVN does not help (kbuildsycoca4.exe was ran and computer restarted).

Other icon sets are working.
Other user reporting some additional information:

"Though from a quick glance in procmon it seems that it tries to open the file but fails with some buffer error."

Steps to Reproduce:
perform fresh install KDE 4.4.4 via kdewin-installer-gui

Actual Results:  
There is no Oxygen icons in Applications

Expected Results:  
Full set of Oxygen icons in all KDE applications.

I added the missing oxygen-icons package to 4.4.4

oxygen-icons seems to be missing again in the new 4.5 packages. No oxygen theme selectable (though no libraries seems to be selectable), and no oxygen icons installed when installed KDE application packages
