Whatever the user does the Increase Indent and Decrease Indent buttons from the Navigator toolbar are always unavailable (=greyed).

Reproducible: Always

Steps to Reproduce:
- Launch Kontact and go to Kmail
- Click on 'New Message'
- Go to Settings menu/Toolbars Shown/Navigator to display the Navigator toolbar
- Enter a recipient, a subject and a few lines of text in the text editor
- Select a couple of the few lines 

Actual Results:  
The Increase Indent and Decrease Indent buttons are still unavailable

Expected Results:  
I am guessing that they should become available at some point and indent the selected lines of text.

Since I was not sure how to test this I also tried adding bullet points to the lines of text but even then the buttons remain greyed.

I retested this today and both buttons are still greyed.

Moreover there is a regression since now most buttons from the Navigator toolbar are also greyed now which was not the case last week when I tested them: Bold, Italic, Underlined, Strike through...

So I am reopening this bug.

It is corrected now.

The increase and decrease indent buttons are working now.

However, each can only be clicked once whereas they should be always clickable so I'll report a different bug about that.
