The field order in the "Edit address dialog" seems to follow the order of the fields for American addresses.
I live in Germany, so I mostly have German addresses in my address book.
As addresses are ordered differently in Germany, I always find that order irritating when adding addresses, because I have to reorder the fields to input them correctly (In Germany, the postal code always precedes the city, and the region is never used).

I think the fields in the dialog should be ordered according to the country selected for the address. The default country should be deduced from the locale settings. The field order is already known to KAddressbook (because it displays addresses differently if the country given is Germany than when it is USA), so a change like that should be quite doable.

From my POV this would be a huge usability enhancement.

Seems to work now with kaddressbook 4:20.08.1-0ubuntu1 on Ubuntu 20.10.
