Version:           4.0.0 (using KDE 4.4.4) 
OS:                Linux

It'll be very well if kdevelop will have a functionality to set a charset for file (and for catalogs recursive without prefix . in name) and it'll be saved in session for project, this option will automaticly open those file in sets charset from session if exists, another way will prompt allert (like now), and sets a file on readonly (like now).

You should already be able to do this with a .kateconfig file. If not this is something to add to kate not kdevelop.
