please implement an import/export function for mail accounts.

Reproducible: Always

Steps to Reproduce:
reinstall kmail on another user or desktop and you have to reenter all mail accounts


Expected Results:  
would be nice to be able to export all/selected mail accounts in a file/dir
then beeing able to import all/selected mail accounts from the saved file/dir

OS: Linux (x86_64) release 2.6.32-22-generic

for example kmail filters already have this function

in 4.9 I created a new program : backupmail which allows to import/export mails accounts and other datas.

So we can close this whish
