Reproducible: Didn't try

Steps to Reproduce:
Just try to drag directory or file (at least in Slackware 13.1 distr (KDE 4.4.3))



This happens in any case

By "flat basic theme" I mean "KDE Classic" theme

same thing happens for folderview and konqueror

Confirmed. Does not uses the current drag cursor theme mouse icon (I tested with the big yellow ones, and it shows a small hand with an arrow), or is a new one without equivalence in the mouse cursor themes (if this is possible).
