Anyone from plasma can ahve a look at this? I sincerely doubt Okular is the one at fault here. This should be due to the Plasma shell adding a widget at the border to catch the mouse events. Nothing Okular can do, reassigning to plasma. *** Bug 262849 has been marked as a duplicate of this bug. *** Confirmed in 4.6.2. Confirmed in 4.8.3 Hello! This bug report was filed for KDE Plasma 4, which reached end-of-support status in August 2015. KDE Plasma 5's desktop shell has been almost completely rewritten for better performance and usability, so it is likely that this bug is already resolved in Plasma 5.
