Version:           0.4.0 (using KDE 4.4.3) 
OS:                Linux

Rekonq should support smooth (or kinetic) scrolling. Eye will keep tracking text better when text is moving smooth. Kinetic scrolling for touchscreens or touchpad would be even better choice in my oponion.
