HTML default text color is always black despite the color scheme as set in the control panel. As a result when using a scheme with dark window background color such as "Dark blue" HTML pages which do not specify colors explicitly are not readable.

Reproducable with 3.1-rc3 using keramik.  It looks like the 'standard text' color setting is 
not being used.
