Version:           4.3.5 (using KDE 4.3.5)

When option "Load plugins on demand only" is ON plugins are still loaded, it's visible in ksysguard and mouse wheel scrolling stops working on places where flash is placed.
Please make it possible not to load and not to show plugin at all until it's turned on.

Reproducible: Always

Steps to Reproduce:
1. Go to Settings - Configure - Plugin and tick "Load plugins on demand only".
2. Find some website with both vertical scroller and flash video. For example http://www.myspace.com/karpathiask or any other myspace page.
3. Press Alt+Esc, in tree view and search for konqueror.
4. Place mouse cursor at the top of the page a bit to the right side.
5. Scroll down using mouse wheel.

Actual Results:  
- in ksysguard you'll see nspluginviewer and npviewer.bin as children of konqueror.
- scrolling will stop as soon as it will enter "blocked" rectangle where flash is based.

Expected Results:  
- npviewer.bin should not be started until requested by user
- browser must behave as if there were no flash at all
