I think that's on purpose because many console programmes use shortcuts so Konsole is trying not to catch these. Well, I never encountered any problem with kde 3, where menu shortcuts were activated. Some other users definitely did. However, I think it depends on what programs you use. I don't use Alt+Letter combination for anything myself. For a while I think we tried an approach where Konsole used 'press and release Alt then press the letter' to activate menu items for a while which left Alt+<Letter> for the terminal - though that was not very successful.
An option is a sensible suggestion and I think at least gnome-terminal uses that approach, though this leaves the question of what setting to use by default and how to let people know where to find the setting to change it.
