Some icons like e.g. actions/edit-link.png (which you see on every files' drag-and-drop action) are only available in 16x16. They look ugly blurred when the size for small icons is set to 22x22 or bigger. 

As the Oxygen theme by default offers to set the small icons' size to 22x22 all actions icons at least should be available in 22x22 too. 

Why not make all actions icons available up to size 48x48? Or all sizes or svg?

cause menubars use 16px and toolbars 22px.

With higher DPI screens, people likely want to increase icon sizes. Menubar, Toolbar, and Small icons are supported in sizes 16, 22, 32, and 48.

Oxygen has SVG sources, so someone familiar with the SVG -> PNG conversion process could add the missing sizes.
