The large balloon tooltips when the mouse is moved over the panel items are annoying to me and get in the way of selecting adjacent items while waiting for the balloon to close. There should be an option which allows small text-only tooltips.

In KDE 3, there was such an option called mouseover effects which could be set on or off.

This problem remains in KDE 4.4.2

there is a option in 4.5 for the task widget to show the tooltips.

The other bug is a x.org bug.
