When a composer has only 1 TO-contact and some CC-contacts, then removing the only TO-contact should trigger some CC-contact being "promoted" to TO.

At least this is how it's done anyway. Or is such automation a bad idea? I would find it useful, because I often do "reply-all" and then remove the person from TO, meaning to write the letter to list only.

Still relevant with KMail2 (4.8.0).

What currently happens. Although sometimes I see cc-address being promoted to to-address after removing a to-address (it may be actually happen because of the other address being below/above the address being removed).

Thank you for your feature request. Kmail1 is currently unmaintained so we are closing all wishes. Please feel free to reopen a feature request for Kmail2 if it has not already been implemented.
