When one has many contacts, "contact online" notification becomes a pain in the neck, and its usually disabled (at least I do), because it bothers me when I work.
However, there are a few contacts that I would like to be notified when they appear.

So: General notifications = OFF
Now, I would need a screen where I can add contact to override notification setting and BE notified when they appear.

I hope this is not too much fuss to make.

I join to Emil request. Only imho that custom notification is for that exactly. But they don't override global settings, so it's bug.

Kopete already supports that. Right click on the contact -> Properties -> Custom notifications.
