The entry "Leisten" in the "Einstellungen" Menu should read "Angezeigte Werkzeugleisten" as it does in every other KDE Application i checked.

The reason for this is that all other applications use the "Toolbars Shown" stuff from kdelibs, while in k3b the menu entry is called "Panels".

No. Panels are not toolbars.

It's a different menu. There is only one toolbar, so the menu item is just a toggle.
The Panels menu switches the state of the different views of the main window.

However, is "Leisten" an appropriate translation for these views?
