I also have configured Konqueror to show HTML-toolbar. I have 2 rows: 1) Main + HTML toolbars 2) Location bar + Go button Placement of the HTML-toolbar seems very fragile. One problem seems to be when logging out while Konqueror is still opened. After logging back in, HTML-toolbar is placed on the 2nd row instead and can easily disappear when switching between tabs.
