The select / unselect all control on the package selection page of the windows installer can end up inverted from the check boxes in the package list. To see the problem do the following:

1) Start the installer and click "download only". I also have "Skip basic settings" ticked.
2) click through the installer until you reach the package selection screen (there must be some packages to select to see the fault).
3) check the select all checkbox
4) click "back" and then "next"
5) the tickbox should be ticked but the tick boxes on the packages are unticked. Unticking the box ticks all the packages and so on.
