Some of the available window decorations (KDE2, Keramik, Modern System, Quartz, Redmond) use two colours for the title bar, either as a blend or for different parts of the bar.  However, in KDE4 there is no longer a GUI in System Settings to configure the second (blend) colours.

Add colour settings for active/inactive title bar blend colours

These are still used by KDE2 and some other window decorations.

Use "Secondary" instead of "Blend" as suggested in review.
Also reorder the items so that the 3 "Active" settings come
together, followed by the 3 "Inactive" settings.
