This started to happen somewhere around first RC of 4.4. Many commands display just question marks instead of - apparently - Russian help text. I do not know which particular component is affected not why another commands do display help correctly. Hmm ... actually all commands I tried now exhibit this problem :( Example:

I raised bug report for Mandriva but so far got answer that it cannot be reproduced. Still I can reproduce it here even under new clean account.

If you explain where to add debug prints, I would try to recompile relevant components to see what's going on.

According to https://qa.mandriva.com/show_bug.cgi?id=57489 this can't be reproduced. So I'm closing the bug as worksforme for the moment. Please reopen the bug if you find some proof that it is a KDE problem.
