I run Arch Linux, and KDE 4.3.4, for some reasons I don't want to start my system with kdm, and prefer to start it thorough ~/.xinitrc I've seen, that there are no shutdown/reboot buttons. I think there is some possibility to make these options available in KDE (at least I've seen same option when I run LXDE, and there it was undependent on way I start the X server).
