this makes no sense, as "accessible" means something different for everyone. and having "half" of systemsettings in kdm has been rejected before. It's in the Vista DM and GDM - indicating that there is a subset of a11y features that make the desktop accessible to a lot more users. There are many accessability issues (mainly sight related) that you cannot even fathom until you have suffered them Please consider those who are sight impaired like myself. This has nothing to do with feature bloat. This would allow a number of users, myself included, to actually start using the desktop -- to log in -- on a terminal not preconfigured by the user themselves.
and how exactly are you going to even find that checkbox/whatever if you are unable to log in (a rather trivial process which basically needs no visual feedback at all)? Obviously, having the UI load with a basic high-contrast scheme, for example, allows more comfortable or possible-at-all basic desktop use or, for longer tasks, allows one to set the configurations correctly (in case not a public terminal). I have been struggling with these sort of thing for years, so believe me, I know what I am talking about. Disabilities generally increase the difficulty of performing tasks in an exponential fashion, so clicking a single checkbox in KDM would be possible even if difficult.
