I often receive pdf files where user password is empty (but owner password is set and kept secret, to be used as a sort of "signature").
Too bad it seems Konqueror doesn't test the empty password before asking for one. And the dialog requires that at least one character is used. As a result, the file can't be opened.

It could probably be enough to accept empty passwords in the dialog, even if completely avoiding the dialog could be better.

On the same file, xpdf doesn't ask anything.

Here is a file that triggers password request (modified to hide sensitive content). Password dialog should accept empty password iff either user or owner password is empty.

This is actually a poppler bug. Poppler is the library Okular uses to handle PDF documents. I'm closing this bug since it's not Okular fault. Please go to http://bugs.freedesktop.org/ and file a bug there against the poppler product.
