I mainly use ark for updating tar.bz2 files for openSUSE build service and I should have reported this bug a long time ago but kde3 ark works fine for me.
I update svn, export it and then select the existing bzipped tarball in my working build service copy as a new file then add the exported directory. This gives me a clean new tarball to checkin to my package.
I can't do this with kde4 ark, it doesn't allow me to overwrite any file and update isn't an option, it never used to work anyway.

Hi. I consider this report an instance of bug 162052, in that Ark currently doesn't support updating existing archives, so I'm closing this one as a duplicate. Thanks!
