The 'minor' field should be removed. Its description is inaccurate and most people won't file 'minor' bugs, i imagine.

Well, I myself do sometime report minor problems :)

I would rather suggest hiding any severity above "normal" in the guided form. My observation is some users tend to abuse it and choose exaggerated severity when creating reports, probably with the (wrong) assumption that assigning a higher severity will increase the chance of it being taken of.
