I have seen this many times over the last few months.  I use Dolphin to copy files from my computer to a FAT32 flash usb stick.  When it is done, it refuses to unmount, saying the device is busy.

The only way to fix it is to wait a really long time, or kill kio_thumb.

The drive is finished writing, as it no longer flashes the light.

I don't think this is a dolphin problem, but a KDE subsystem problem.

Like bug #170290 where kio_thumb blocks the umount action.

Yes, that is it.  It never came up in my searches because they used the word "removed" rather than "unmount".
