1) Keyboard PrintScreen button not bind with Ksnapshot after installation of Kubuntu 9.10
2) in my opinion, people expect this button works after installation
(sure, it can be done after installation in system menu...)

I think, it is usability bug

This also happened to me in Arch. On the other hand with openSUSE the key was correctly binded. I also think that ksnapshot should add a binding to the Print Screen key during instalation, as this is the expected behaviour, but I'm not sure if it isn't more of a distribution related issue.

Funny. I added a custom action for this in system settings (with Arch) and it still didn't work, and I'm a moderately knowledgeable user. I can't imagine someone who can't be bothered to fix things on their own taking much time trying to figure this one out. I don't think it's that easy to fix, so having the key bound to ksnapshot should be the default behaviour. This is probably fixed by distros that don't ship vanilla KDE, so most users won't run into this luckily.

Under "Global Keyboard Shortcuts" -> "khotkeys"?

It is either fixed by distros or messed up by distros...

No, there are only assigned shortcuts listed, you cannot add one for KSnapshot there. What you need to use is kmenuedit, and set a shortcut in the Advanced tab for KSnapshot.
