upload files to http or download and save works only for local (file://) but not for smb/sftp

I can select a directory using sftp
clicking on a file I get 
"You can only select local files" (my translation from German)

may be it's a bugs.launchpad.net issue ?

This is not a bug. You simply cannot do that when uploading files through web forms. It is not allowed by the spec.
