kde has a standard for websites, see how www.kde.org okular.kde.org www.kde-espana.es look very similar. It's just the new pages don't follow it because they don't think it's cool There is already some progress on this side, still some things to be worked out. The templates that you are mentioning can be found on the kde svn in the kdewww section. You can use the source for the kde website and modify the pieces that you would like to have.
