back in KDE 3.5 there was a check-box allowing to bypass default notification settings, while checked it allowed to basically disable all notifications albeit it was a pop-up, sounds..
this allowed me to have a group of contacts which were 'silent' like bots .. or people I didn't like to be in my contact list, but still important enough not to delete them, something like a grey area.

this is nothing of great importance, but I miss it anyway, so here is the bugreport

As for me, there is 'Custom Notifications' tab in the conact (or group) properties where I can set notifications settings for selected contact (or group). 
Is this wish resolved for you?
I'm using KDE SC 4.4.92 aka 4.5 RC2.
