When I used kmenuedit in KDE 1.0 it was possible to define a system-menu as root that was provided to each user. Besides every user could define his personal-menu.
Instead in KDE 2.01 it is no more possible to define such a system-menu. How can an administrator as root provide menus to every user?

Not much to add but I am also wondering where and how a root user can 
edit whatever passes for the system level menu nowdays.   I can't even 
figure out where the default menus are stored searching through the 
.kde directory located any menu items I had personally added but the 
menu item's that are common to all users don't seem to be stored there. 
There has to be a way to set them up but it doesn't seem to be 
documented anywhere.
