I usually have Dolphin sort mode set to "Sort by Type", as this nicely groups text files, pictures, etc.

But often I look for, say, a picture, and am much surprised that I do not see it grouped with other pictures, because it is of a different type (GIF vs JPEG vs PNG).

So an option to sort by actual categories would be nice. All image types should have the category "Image".

Ideally, it allows me to specify which mime types the categories contain, for example, I could make "rpm" and "tar.bz2" be both of type "Package".

Exactly! Humans do not think in terms of avi, mov, mpg but rather in terms of "movie file". KDE already knows to associate the different file types, in System Settings for setting default applications.
