Compiler:          gcc
OS:                Linux (x86_64) release 2.6.30-ARCH

I really do miss this feature. 

Appereantly this option is gone in 4.3.2

No, Kubuntu 9.04 with KDE 4.3.2 packages and branch/trunk compiled from sources:
Systemsettings -> General -> About me -> Paths

Packaging bug in  Arch Linux?

It exists on KDE4.3.1:

[kde-devel@emiDell services]$ ls -la | grep path
-rw-r--r--  1 root root 16116 jul 21 12:18 desktoppath.desktop
[kde-devel@emiDell services]$ LANG=C pacman -Qo desktoppath.desktop
desktoppath.desktop is owned by kdebase-konqueror 4.3.1-1

I didn't updated to 4.3.2 to check this.

- Does running "kcmshell4 desktoppath" shows the module properly ?

It was missing because I didn't have konqueror installed.

I marked it as a duplicate of 216427, which I opened after I found out what was going on. 216427 gives a better description of the situation, I think.
