When composition is suspended or turned off, or when any system event causes kwin to restart during an active session, the panel redraws incorrectly, gaining some pixels in height each time, until reaching the "KDE default" height. 

I'd see why KDE 4.3.1 has this bug and nobody noticed it until now: most people leave their panel at the default height. The latest kubuntu beta, however, does not, and the panel size does not stick. 

This is very very annoying on netbooks, especially when the power manager suspends composition... which happens twice a day for me and my friends.
