One thing i do after installing KDE - i disable several system sound notifications: sound for log on and log off. Especially log off - it waits to log off until sound is over - very irritating.
Current impementations for setting sounds per action is very difficult. For example, MS Windows allows you to set a no sound scheme.
Here are two solutions:
1. Allow multiple selection and setting of actions. This is best solution.
2. Put a checkbox called "Disable these notification". This is also a good solutions - you can leave sound assigned but just temporarily disable the sound scheme. See example screenshot.

I have the same wish so I voted for this bug.

The option to turn off all sounds with a couple of clicks was present in KDE3 and I miss it with every new install of KDE4 (especially on laptops).
