No with right click we can compress a file to zip/rar/tar , i'd like to propose to add the bzip2 format too.

This is more of a design decision; personally I think that list should be kept at the minimum.

Anyway, until an official decision is made, I'll mark this as a duplicate of bug 198227, which mentions adding .tar.bz2 to the context menu. Thanks!
