what: the breadcrumb navigator shows a questionmark in a folder as %3F. It works fine with folders with question marks on local disk.

No. It only appears like that in the breadcrumb. Sorry, should have said that in the report.

File dialogs also have this breadcrumb; that is why I was asking. (the class KUrlNavigator is used both in Dolphin and KFileDialog)

Sorry, I misinterpreted the word file dialog. Yes it does also appear there.
However it does not appear bad in the Window title or anywhere else in dolphin.

The " %3F" appears only in the edit mode for remote folders.
