This issue is evident in KDE 4.1, 4.2, 4.2.1, 4.2.2, 4.2.3, 4.2.4, and 4.3.0. I'm currently running Arch Linux, latest.

The 'Multiple Desktop' taskbar selector works only when using Kwin.

When loaded in Compiz, there is only one desktop (the primary desktop, normally marked 1) displaying. Active windows on this desktop are also the only ones shown. 

This may be related moreso to Compiz, I am uncertain, however it is happening frequently among all versions of KDE I've tried in different distributions. Considering we're speaking of the taskbar desktop selector within KDE however, it's worth a shot to notify a developer of the problem.

Actually, this would be called the 'pager', more appropriately.
