When trying to move the Location bar around, the Search bar is moved too, it is tied hard to the Location bar. Also, the Search bar cannot be switched off independently via Settings => Toolbars checkboxes. The workaround solution is to remove items from it, so it disappears (see https://bugs.kde.org/show_bug.cgi?id=190127#c1).

But if you look into the Configure Toolbars menu, the Search Bar is treated as separate toolbar, and it is NOT a part of Location Toolbar - thus, you cannot for example change the order and let the search field be displayed left of the location field.

I'd suggest either:

1) splitting the Search Toolbar off, making it behaving like any other toolbar

2) adding the possibility to include the Search Bar field on any other toolbar

Note that bug #190127 talks about the same issue - but I do not consider it true duplicate, as it merely catches only one consequence of this bug.
