In kmail, in the settings dialog, I pressed the (?) icon in the dialog upper border over the Reset button, it showed a hint with a url mailto: quality-whatsthis@kde.org.
Then I received the following mail:

Same problem here. I'm using KDE 4.3.1 and I wanted to suggest a help text for the KDE Task Manager Settings.

"Do Not Group" - disable grouping at all

"Manually" - disable automatic grouping, but 
allow grouping via drag&drop while holding 
the ALT key.

"By Programm Name" - automatically group by

group. No "manually grouping" available.
