Version:           1.0beta3-3.10 (using KDE 4.3.0)
OS:                Linux
Installed from:    SuSE RPMs

Menu item "Export" in the main pages has no function.  Expect a 
drop down menu with other options, but there is no drop-down menu

You need to install the kipi-plugins package.

rpm -q kipi-plugins
kipi-plugins-0.5-22.6

Check if they are visible in

digiKam->Settings->KIPI-Plugins

and checked. You can turn off individual / or all plugins in there.

KIPI-Plugins were all visible.

NOTE:  dropped to runlevel 1 and returned and menu's now work...  

closing bug as WORKSFORME since I can no longer replicate.
