Version:            (using KDE 4.2.4)
OS:                Linux
Installed from:    Debian testing/unstable Packages

On unix timezone is local and not global. My computer run in UTC and 
conversion is done using TZ environment variable. Please use TZ environment 
variable instead of changing global time zone (moreover it does not need to be 
superuser)

in kde 4.3.1 the behavior as changed, kde clock does not honour $TZ whereas in previous version it use $TZ
This is a regression !!!!!!!!!!!!

No it is not dup.

The solution is the other bug change all user timezone And need privilege élévation.
