Currently the "Open tabs in the background" option does not work:

The tabs are opened and directly activated, no matter how you open a tab.

could this be reopen ? i am using git rekonq from today , and i am getting the problem of middle mouse button click opening the tab into foreground , even with the "open in background option" on.

if i click open a new tab from the right click menu , it works though

I can confirm the behaviour here :-)
Therefore I reopened it
