The options "global" and "packageroot" in plasmapkg conflict each other, however, no error message is provided when both are passed simultaneously.

Not sure this is 100% OK, I asked Ryan to refer to Aaron before putting this in, in case there is some deeper concept we missed.
I approved the patch programatically but I am not 100% sure on how the options are supposed to work together and if those options are supposed to conflict and what generally is done when options conflicts.
