Long list of mirrors, nearly ALL Of which return 404 errors. Any place else I can actually download this thing?

kdewebdev wasn't packaged for 4.2.4 but it should be in 4.2.3

I can't confirm this - most mirrors works for me. some might not besynced at the time you try them so try to use Germany winkde.org mirror - this should work fine.
As for Quanta - it's not ported to windows yet, so there's no way to install it anyways.
Closing this bug as it's works fine and might only be related to your network problems (check your ISP banned sites etc.)
