I like to have small panel so I resize the panel to be small but everytime that the desktop effect are turn off/on the size of the panel is increasing. 

To see it: change the size to the panel to be smaller than the default size. Turn off/on the desktop effect (alt-shift-f12) and you'll the size increasing little by little.
